The food court at Liang Court has good local breakfast.  You can bring the kids to Clarke Quay fountain to play after breakfast.
 
“Pony Rides”
Bukit Timah saddle club has pony rides on the weekend from 10-12 in the morning.  It costs $10/kid.  You can have lunch at the Marmalade Pantry @ the stables afterwards.
 
“Jurong East Water Park”
